Good question. AFAIK, it isn’t in Germany, but many cimpanies don’t care.
Well, you get the shares “cheap” because it’s not profitable and hope that they turn profitable, e.g. by selling user data, or paywalling everything like Twitter. The mods make $0. For them, it’s probably more like: Why are the mods only paying us $0? How can we maximize that?

You can listen to music on YouTube without YouTube music…
You can download the music easily with yt-dlp…
It’s probably a good idea for me to not try out YouTube music, so they can’t show me what I’m “missing” and won’t pay for that…
